The material consists of files from the Clerk's Department of Herefordshire County Council mainly from the period immediately preceding the county's merger with Worcestershire in 1974. Some of the material relates to this local government re-organisation, but the majority relates to other matters that the clerk's department typically dealt with. These include finance, maintenance of council land and buildings, agriculture, education, housing, food and drugs, public works, public health, mental health, diseases of animals, weights and measures, entertainment including film classification, civil defence, the Fire Brigade, the Police, midwives and nursing and parliamentary and legal proceedings.

The material was originally deposited with the Herefordshire Council Modern Record Unit in the early 2000s, but owing to its size, was sent to their out-store (part of Deep Store in Cheshire) in the intervening period.
